Your telegrams Nos.1087 and 1229.

Indian Police.

Much regret delay in reply.

Information in your secret despatch of 10th September was comunicated to Treasury whose final agreement is awaited to your proposals for an Indian contingent of 300. They are being pressed for a reply and I hope to telegraph you shortly.

2. I feel, however, that there is very little likelihood of proposals in your telegram No.1087 for recruiting new contingent being acceptable to the Indian authorities. Since only two or three Sikhs are to be included in the new contingent, these proposals would I consider give substantial ground for criticism that they involved racial discrimination and that, as you will appreciate, must be avoided at all costs in present circumstances in India. Also your proposals would seem likely to involve additional expenditure as compared with a scheme whereby suitable members of the existing force would be accepted for the new contingent up to the number required. I do not consider, however, that there is any point in going into this at present.
